Looking on the web shows other instances were people are having similar problems. I had the exact same problem. Either method of setting the default does not associate the program with the file type. The new User Choice setting shows no program associated with the extension I'm trying to change, but it also happens when a program IS associated already you can't change it.
I first noticed this when my company got tech support calls about file associations not working for our users.
